On this date I have signed the following bill, passed by the second            
session of the Twenty-first Alaska State Legislature, and am                   
transmitting the engrossed and enrolled copies to the Lieutenant               
Governor's Office for permanent filing:

While I strongly support the intent of the legislation to better fund          
vocational and technical education, particularly through our state             
institutions, I want to express concern over the funding mechanism.            
Diversion of Unemployment Insurance Trust Fund monies could                    
thwart the intended purposes of the fund and could result in higher            
employer contributions in the future to meet federal funding level             
requirements. This use of these monies should be closely monitored             
and reviewed as to future effects on the fund and Alaska businesses.
